executive uses this power rightly, Locke asserts, the law gives way not to the will
of the executive as such, but to the higher rule that the members of the community
must be preserved. After all, it was for this purpose that government was created
in the first place. So the written law defers to a higher law—what Locke calls the
natural law. The point is that a government does not exist simply to follow its own
rules.
